Substance Abuse Prevention Education + Alcohol Misuse Prevention Education
· Soldier and employee alcohol and drug abuse impacts on combat readiness, performance, morale, and a variety of other areas. The purpose of the prevention education program is to deter illicit substance abuse through education. Developing procedures and practices within the unit to reduce this abuse is the first step in creating a productive work force. The Fort McCoy Army Substance Abuse Program can help your organization develop a plan to assist in substance abuse issues. Consults are available when substance abuse becomes an issue and the organization needs immediate assistance in addressing it. Classes are conducted on alcohol, cocaine, club drugs, and other emerging drugs and drug trends. The goal of the prevention education program is to train four hours of substance abuse information to 100% of the military community and three hours of substance abuse information to all members of the civilian workforce.

Employee Assistance Program
· The Employee Assistance Program (EAP) helps employees with personal problems that are impacting on their abilities to perform on the job. Commanders, managers, union officials, and supervisors can consult with the Fort McCoy EAP professional to identify steps to assist a worker suffering from serious personal problems. The Employee Assistance Program provides civilian employees with confidential referrals to agencies that can provide assistance for problems that can affect the employees’ performance. Employee problems can range from emotional, psychological, psychiatric, stress related, substance dependence, or other challenges. The confidentiality of individuals using the program is carefully protected. No information is furnished to employers, unions, or other individuals without the expressed, written permission of the participating client. The goals and objectives of the program are to train all assigned supervisors on the signs and symptoms of substance abuse as well as the supervisory rights and responsibilities affecting employees. In addition, the EAP conducts training for civilian employees on topics such as workplace violence, customer relations and other tailored training that contributes to the overall welfare of the civilian workforce. Biochemical Drug Testing Program
Military Drug Testing Program
is the corner stone for drug abuse prevention in the U.S. Army and remains
the greatest deterrent to an escalation of drug abuse.
Biochemical testing,
or urinalysis, is conducted through the unit prevention leaders assigned to
each military unit.
The goal of the biochemical testing program is to test 100% of all soldiers
assigned or attached to Fort McCoy each year. Testing is conducted on a
random basis on days and times chosen by the unit commander utilizing Smart
Testing. The Fort McCoy ASAP is postured to serve as the professional
resource for supporting the command in maintaining a solid and legally sound
urinalysis component.
Civilian Drug Free Workplace Program is a federal law, the Drug Free Workplace Act Executive Order 12564, and established steps certain federal employers must take to ensure the health and safety of the general public. All federal employees must remain drug free to maintain their employment. All employees suspected of illegal drug abuse may be required to undergo reasonable suspicion drug testing. Certain employees working in safety sensitive positions, known as Testing Designated Positions (TDP’s), are required to undergo random drug testing. Substance Abuse Prevention Training
IAW AR 600-85, Army
Substance Abuse Program, requires Soldiers receive a minimum of 4 hours of
Alcohol and Other Drug Awareness Training per year and civilian employees will
receive a minimum of 3 hours of Alcohol and Other Drug Awareness Training per
year.
Civilian employees and civilian employee supervisors are required to complete the “Drug Free Workplace Training” and “Stress Management for Employees”. Civilian employee supervisors are also required to complete “Using EAP in Supervision”. These courses can be directly accessed below. After completion of “Using EAP in Supervision” and “Stress Management for Employees” students are required to report completion by clicking on the “**Please click here after you complete the training to ensure you received credit.“ and complete the online form. After completion of all courses, employees must print their certificates and provide them to their supervisors as proof of completion.
Additionally, under Military and Civilian Training, there are three required presentations available on the 84th Training Command Virtual University website which provides awareness training related to Alcohol Abuse, Other Drugs of Abuse, and Codependence. In order for students to access the Virtual University substance abuse awareness training, they must first log on to the Virtual University utilizing their AKO username and password. If the student is a first time user they will be required enroll into the university by providing required information. Once on the student enters the Training Center website they must first click on Course Catalog icon at the top of the page, then on the left side under the Realms icon they must click on Army Reserve Courseware. Then click on Common Military Training and then Substance Abuse and then complete each course. Again, after completion students must print their certificates and provide them to their supervisors as proof of completion.
